(Archbishop of Canterbury, 668-690) : If anyone should go over to heresy from the Catholic church and afterwards returns, he cannot be consecrated except after a long period of excommunication and because of great necessity. Pope Innocent asserted on the authority of the canons that this man was not permitted to become a cleric even after penance. Therefore, Theodore 1 said this: out of great necessity only, it is said, did he permit this decision, as he often said that he never wished for the decrees of the Romans to be changed by him.
