Discussion of the name
Cynning is an -ing derivative of a pet form of an Old English masculine name that had Cyne- (from cynn ‘rank, family, kin’) as its first element; this is a more likely interpretation of the DB form than either *Cēning or a name derived from cyning, cyng ‘king’ (von Feilitzen 1937: 221).The only entry in the PASE corpus is Cyning 1 [recte Cynning], a catch-all for occurrences in DB.
